Pastor Cooper is a native of Virginia, and comes from a line of men inspired by God to deliver His message.

He attended Richmond and Henrico County Public Schools, graduating from Henrico High School. He graduated with honors from the undergraduate school of Virginia Union University earning a Bachelor of Arts Degree in Religion and Philosophy. Furthering his education, Pastor Cooper graduated with honors from the Samuel DeWitt Proctor Graduate School of Theology Virginia Union University, earning a Masters of Divinity Degree. In May, 2013, he received an honorary doctorate from Richmond Theological Seminary.

 He was called to pastor the Long Branch Baptist Church in Woodford, Virginia, in the year 2000. The Lord sent him to Rising Mount Zion Baptist Church, where he has served from 2003 to the present. Pastor Cooper has been quite a blessing to Zion in his ten year sojourn. He has been responsible for an increase in membership from 300 to over 1200. Through his vision and leadership, the church built a phase one 3.4 million dollar sanctuary and administration building.

Pastor Cooper is immediate past President of the Baptist Ministers’ Conference of Richmond and Vicinity. He is Chairman of the Board of Directors of Capital Area Health Network. Pastor Cooper is also a member of the Religious Advisory Committee of Virginia Senator Mark Warner. He was named Minister of the Year for four consecutive years by the Ushers Union of Richmond. He received the Richmond NAACP 2011 award in the area of Religion. Pastor Cooper has imparted the Word to various churches, prayer breakfasts, civic and benevolent organizations and ushers anniversaries throughout the City of Richmond and the United States.

He is married to the former Christy Greenlee. They have been blessed with four children, Kierstin, Roscoe IV, Christian, and Landon.

Pastor Cooper is a gifted man of God who is sent to preach and teach the Word of God so that men will ask, what shall I do to be saved? And, he is a spiritual man who operates under the auspices of the Father, the Son and the Holy Spirit.
